Disclaimer: All tech info is based on Digital Foundry's analysis of base PS5 gameplay in the initial trailers and Netflix showcase, which provides a solid baseline for potential Pro enhancements.

Base PS5 renders at native 1440p, with diffuse RTGI for direct/indirect lighting and RT reflections for both rough/opaque surfaces, though SSR is still sometimes used in combination. RT reflections on transparent surfaces (glass) are top-tier and while there's no RT shadows, they still look great with accurate diffuse. While there's telltale signs of RT noise and a relatively soft image due to the 1440p res, DF believes PSSR2 on Pro could greatly alleviate these issues. The most impressive aspect is the realistic hair/skin rendering, including body hair.

Unfortunately, DF believe a 60fps mode is unrealistic even on Pro, and even 40fps is unlikely due to the overall great RT implementation (aside from the noise mostly seen on some cars) that drastically transform the visuals, as well as the unmatched open-world simulation complexity and scale. Rockstar might have to remove RTGI and/or reflections, reduce car/npc density and complexity, and lower resolution to maintain above 30fps, which may be too many cuts against artistic intent. The Netflix showcase was at least running at a basically locked, consistently-paced 30fps (with the usual camera-panning judder seen in all Rockstar games).
